A Plan of Conservation and Development is an
advisory document that identifies strategies for the future
physical development of a community. Connecticut state statutes
require the Planning and Zoning Commission to update the
Plan—in part or in its entirety—every ten years.
A draft of the 2008 Branford Comprehensive Plan
of Conservation and Development is now available to the public.
Copies are available for examination at the James
Blackstone Memorial Library, 758 Main Street, and at the
Willoughby Wallace
Memorial Library, 146 Thimble Islands Road, as well as at the
Planning and Zoning office in Town Hall.

History
In March of 2006, the Planning and Zoning
Commission began the update of the Branford Plan of Conservation
and Development by initiating two transportation studies: the
“Town-wide
Transportation Study” and the “Town Center Parking
and Circulation Study.” Both studies were completed in
January, 2007. Two other studies, the “Main Street (Route
146) Scenic Highway Gateway Study” and the “North
Main Street Access Management Study,” follow up on
recommendations of the “Town-wide Transportation
Study”. Both studies were completed June 30, 2008 and can
be viewed on the web site of the South Central Regional Council

After completion of
the “Town-wide Transportation Study,” the Planning
and Zoning Commission, working with staff and its consultant,
Planimetrics, developed a series of “discussion papers:
covering a wide range of planning issues.
In order to review
and develop these topics further, The Planning and Zoning
Commission hosted three public input meetings, organized around
the themes of Conservation, Development, and Public Facilities.
The meetings were as follows:
- Conservation Issues on January 16, 2008, covering Natural
Resources, Open Space, Coastal Management and Community
Character
- Development Issues on January 23, 2008, covering Community
Structure, Housing, Business Development and Economic
Development
- Public Facilities on January 30, 2008 covering: Transportation,
Utilities and Community Facilities
The Planning and Zoning Commission encouraged
all interested members of the public to read through the
discussion papers and participate in the discussion meetings in
January. A draft plan was provided to the public in May, 2008,
and a public meeting to discuss the plan was held Monday, June
23, 2008. All four meetings were held at Canoe Brook Senior
Center, 11 Cherry Hill Road and began at 7:00 p.m.
Over the past six months, the Commission has
held five work sessions to refine the draft plan, incorporate
public input, prioritize issues, and balance conflicting
interests. At the last work session, on July 30, 2008, the
Commission reviewed final revisions and voted to transmit the
Plan to the Board of Selectman for review and comment.
In accordance with Section 8-23 of the
Connecticut General Statutes, the Commission must allow the Board
of Selectmen a minimum of 65 days for review. Accordingly the
Commission has scheduled the public hearing on Plan adoption for
Thursday, October 30, 2008. During this review period, the public
may submit written comments to the Board of Selectman, with
copies to the Planning and Zoning Commission.
