The more complex but more user-in-charge way is to install and use the Microsoft Accessibility Options that come with Windows. For more information, see the Microsoft Resource Guide for People with Visual Impairments.)
EASY METHOD:

Other browsers
Many browsers, including AOL browsers, are variations on Microsoft or Netscape browsers or are piggy-backed on them. Try the
instructions above. If they do not work for you, consult your browser's Help menu
or its manufacturer's site for instructions on enlarging text

If common text sizes or certain colors of text pose a recurring problem for you on the Web, you may want
to consult your browser's help section and follow the instructions
given there for configuring your own
personal accessibility settings.
If you would like to increase font sizes for every program on your computer, consult your system's help section and follow the instructions given there for configuring your own
personal accessibility settings. An effective way to enlarge all fonts is to lower your screen resolution in addition to setting your default font-size to “largest.” All Saltmeadow-designed sites automatically shrink or expand to fit resolutions from 640 x 480 on up. Any well designed site will shrink to fit resolutions as low as 800 x 600.
